The Samothrace Foundation, within the framework of the Research Program of the Innovation Ecosystem funded by the Italian National Recovery and Resilience Plan (PNRR – Mission 4 Education and Research), has published a market survey notice for the direct award of the technical-specialist service for the definition, drafting, and implementation of a Strategic Plan for the consolidation and enhancement of the Foundation.
The assignment covers the design and delivery of the Strategic Plan, including:
preliminary analysis and gap-assessment, with benchmarking of European Innovation Hubs;
definition of Vision, Mission, and Value Proposition of the Foundation;
mapping of current activities and drafting of the Activity Charter and feasibility study;
design of Business Model and Target Operating Model, including governance structure;
elaboration of a five-year strategic roadmap with milestones and KPIs;
development of financing strategies and risk mitigation measures;
compliance with the DNSH (Do No Significant Harm) principle.
The maximum value of the service is €100,000.00 (excluding VAT), with a duration of ten weeks, starting from January 31, 2026 and ending by April 15, 2026. Eligible participants must demonstrate proven experience in at least three similar assignments carried out in the last five years.
